Explaining ART Policies in Switzerland and Germany: Similar Processes-Similar Results?

Switzerland and Germany both adopted very restrictive policies and strongly intervened into the field of assisted reproductive technology (ART). The convergences despite of specific differences in institutional features are explained by a combination of factors. Both countries show strong parallels with respect to the network variables like public mobilization and the general framing of the issues. In both cases there were sufficiently strong majorities for rejecting solutions. The consensual style of policy making in both countries led to a similar compromise even though there is no indication of a relevance of supranational regulations and transnational policy transfer.
