Advocacy Coalitions, Policy-Oriented Learning and Long-Term Change in Genetic Engineering Policy: An Interpretist View

The outcome of German gene technology policy changed several times in the last 30 years. Nevertheless one can observe long term trends that differ between contained uses of genetically modified organisms (GMOs) and deliberate releases. These trends can be understood by applying a revised version of the Advocacy Coalition Framework (ACF). Long term policy changes are the result of policy-oriented learning. In genetic engineering policy several forms of information caused learning: scientific experiences, economic, sociological and ethical information, and experiences with applications of genetic engineering in medicine and farming.
